The Renters’ Rights Bill is moving rapidly through Parliament and is expected to achieve Royal Assent this month (writes Yasmin Ulhaq). Widely billed as the most sweeping reform of the private rented sector in decades, the Bill has sparked concern across the market. Yet for those operating in the prime lettings arena, I believe it also represents a rare opportunity: a chance to elevate standards, sharpen service and reinforce landlord and tenant confidence.

The shift from fixed-term to periodic-only

For years, fixed-term agreements have been the foundation of prime lettings – offering certainty for landlords and tenants alike. Under the new framework, all short assured tenancies will become periodic. This represents not just an administrative change but a cultural one. Agreements will need rewriting, possession processes will lengthen and landlords will be required to evidence intent when regaining properties to sell or reoccupy.

While some fear this will undermine landlord confidence, I see it differently. In a sector defined by long-term wealth preservation and lifestyle considerations, professional operators who provide certainty, discretion and clarity will become more valuable than ever.

Compliance, reimagined

The prime lettings sector thrives on trust, service and reputation. Onboarding protocols, enhanced tenant vetting and greater regulatory oversight are often framed as burdens. But woven into a ‘concierge-style’ management model, compliance is not a drag – it is an assurance. It communicates professionalism, transparency and alignment with best practice.

Costs will inevitably rise, but the government’s estimates – around £25 per property per year – fall far short of the likely reality. In prime lettings, particularly where portfolios are diverse and legal challenges more complex, I anticipate additional compliance and legal costs could reach up to 10 per cent of annual rent. The crucial question is not whether these costs can be avoided, but how they can be managed while preserving the high-touch client experience.

Rents and restricted bidding

The Bill’s measures to curb bidding wars – requiring landlords to set and publish a fixed asking rent, and capping advance payments at one month – are designed to protect tenants. In the constrained prime market, however, this could squeeze supply further. Landlords unable to adjust to a more rigid framework may withdraw, reducing choice for tenants and intensifying competition for the most desirable properties.

Professionalising for the new era

In prime lettings, every property is both a lifestyle asset and a financial instrument. The Renters’ Rights Bill redraws the rules, but it does not diminish the role of skilled property managers. On the contrary, the sector’s ability to adapt will separate those who merely survive from those who thrive.

The pathway forward is clear:

With sweeping changes to tenancy law on the horizon, landlords need to act fast to protect their interests.

If you’re a landlord, brace yourself — the Renters’ Rights Bill is set to become law (I believe) before Parliament’s summer recess, with full implementation expected this autumn. And this isn’t just a minor amendment — it’s a complete overhaul of how tenancies are managed across England.

At its core, the Bill aims to provide renters with greater security and transparency. But for landlords, it means navigating an entirely new legal framework — and, in many cases, reassessing how you operate.

Key Changes Landlords Need to Understand

Fixed Terms Out, Rolling Tenancies In

Say goodbye to fixed-term tenancy agreements. Under the new rules, almost all private tenancies (excluding corporate lets and those over £100,000 per year) will become periodic by default — meaning they run month-to-month.

From autumn, landlords won’t be able to simply wait out a 12-month lease and then serve notice. If you need to reclaim your property to sell or move in, you’ll need to wait until the tenant has been in place for a full year, and you’ll need to give four months’ notice.

Meanwhile, tenants will be free to give two months’ notice at any time after the first year.

The End of Section 21 “No-Fault” Evictions

Section 21 will be abolished. Going forward, landlords must use specific legal grounds to regain possession — such as serious rent arrears or anti-social behaviour.

This marks a major shift in the balance of power, and it’s likely to have a significant impact on how problem tenancies are managed.

Rent Rises & Regulations

Rent increases are still allowed once per year via a Section 13 notice — but must reflect local market rates and be evidence-based. Tenants can challenge increases at tribunal, and importantly, the new rent won’t take effect until the dispute is resolved.

You’ll also need to publish a clear asking rent up front — and can’t accept higher offers. In other words: no more bidding wars, even in high-demand areas.

New Database and Standards to Comply With

A national Private Rented Sector (PRS) database will be launched, and all landlords will need to register. Failing to comply could cost up to £7,000 for a first offence, and £40,000 for repeated breaches.

In addition, every rental property must meet the Decent Homes Standard, meaning it must be safe, warm, and well-maintained. Local authorities will have greater powers to enforce compliance — so being proactive on repairs and maintenance is crucial.

Other Notable Reforms

  • Pet-friendly policies: Tenants will have the right to request pets. While landlords can require pet insurance, you won’t be able to say “no” without a valid reason.
  • Written tenancy summaries: Landlords must issue a summary of tenancy terms within 28 days of the agreement becoming assured.
  • Eviction delays: With Section 21 scrapped, concerns have been raised over court capacity — so don’t expect fast-track evictions to continue.

This reform has been a long time coming — but it’s finally here. Now’s the time to get ahead:

New lets are getting cheaper—if you’re in the right place.

  • Greater London: New lets now average £2,256 per month, a -2.8% decrease year-on-year.
  • Inner London: The biggest drops are here, with new lets averaging £2,647 per month, down 5.1%.
  • Outer London: Rents remain steadier, with new lets averaging £1,969 per month, down just 0.6%.

But here’s the catch…

Renewal rents are climbing.

  • Greater London: Renewals now average £2,165 per month, up 5.9% year-on-year.
  • Inner London: Renewals have risen 4.6%, now averaging £2,743 per month—meaning some tenants are paying £96 more than new movers.
  • Outer London: The biggest increases are here, with renewals up 7.4%, averaging £1,840 per month.

Should You Stay or Move?

Feeling settled? Or eyeing a fresh start? Here’s what you need to consider:

  1. Check Your Local Market – If you’re in Inner London, where new let rents are falling, you might save money by moving. But in Outer London, where renewal rents are still lower than new lets, staying put could be your best bet.
  2. Negotiate with Your Landlord – Landlords don’t want empty properties—especially as rental demand stabilises. If your renewal offer is creeping up, push back. Highlight falling new let prices in your area and see if they’ll meet you in the middle.
  3. Factor in Moving Costs – Yes, new lets might be cheaper, but moving isn’t free. Consider deposits, agency fees, removals, and potential furnishing costs. The savings need to be worth the hassle.
  4. Weigh Stability vs. Savings –  Are you happy in your current home? Do you love your neighbourhood? Stability has value too. If moving would disrupt your life, a moderate rent increase might still be better than the upheaval of relocating.

Did you know that the single-use plastic and CO2 emissions dominating the environmental news headlines are the biggest sources of pollution to our planet? 

There are many ways we can move towards a greener lifestyle.  Even developers are noticing a shift towards more value being placed on sustainable homes as the younger purchasers are becoming more environmentally friendly and into sustainable living.  

The government is focusing more recently on setting new standards such as imposing EPC (Energy Performance Certificate) targets for mortgage lenders and landlords.  Latest research shows that up to 70% of the applicants would like their property to be more eco-friendly.  That is a huge change from YOY of 55%.  

So here are our top 3 tips on becoming more eco-friendly in the home, so that we can all do our bit for the environment.

Reduce plastics and recycle – plastic packaging accounts for up to 70% of the UK plastic waste.  We should all focus on ways we can reduce the use of plastics.  Why not try the following.  

  • Try shopping at zero waste stores.  Here plastic packaging is replaced with large jars.  To try and find your closest branch, visit the Zero Waste Network.  
  • Shop in your local stores and farmer markets.  Take your own reusable bags and containers.  Do you remember when milk was delivered on an open milk van in glass bottles? Well they are back and you would be surprised at how not only is it cost effective but also reduced the plastic consumption.  
  • Grow your own! I certainly am not green fingers but hubby is and started growing his own vegetables during Covid.  Check out your closes allotment if you want to grow in larger quantities.

Water consumption – Every-time you have a power shower you are using up to 17 litres of water.  We are all guilty of it.  Sticking the shower on a few mins before we actually jump in. Sadly, we are literally throwing money down the drain.

  • Why not try a timer in the shower.  This will help keep shower time to a minimum and save water and energy.  
  • Stop running your tap whilst brushing your teeth.  You are wasting up to 24 litres of water for a 2 minute brush twice a day.  
  • Try washing clothes in cold water, it gets the clothes just as clean as hot but in a more efficient way.

Install a smart meter – By installing a Smart Meter you are able to measure how much gas and electricity you use.  It allows you to have control over the small changes you can make to your life and home.  Try taking the following actions and monitor how much of a saving you are making.

  • turn off lights in rooms that you are not using.
  • Switch to LED bulbs.
  • Hang clothes to dry rather than using the dryer. 
  • Make energy efficient choices when purchasing new appliances.  For larger appliances is an A rating.  

We hope by taking these simple steps it helps you and your family to become more eco friendly.  These small changed , if we all do them will have a much bigger impact!
